Nagoya's most famous bar snack: whole chicken wings fried twice until the skin shatters, then brushed with a sweet and salty soy glaze and showered with white pepper and sesame.

Combine the soy sauce, sake, mirin, sugar, grated garlic and grated ginger in a small saucepan. Bring to a boil over high heat and simmer until slightly syrupy, about 3 minutes. Stir in the rice vinegar if using and set aside to cool.
~5 minPat the wings completely dry and season lightly with the salt and white pepper. Dust them with a thin, even coat of potato starch and shake off the excess.
~5 minHeat the oil to 160C (320F). Fry the wings in batches for about 10 minutes, turning now and then, until cooked through and pale gold. Lift onto a rack and rest for 10 minutes.
~20 minRaise the oil to 190C (375F) and fry the wings a second time for 2 to 3 minutes, until deep golden and very crisp. Drain on the rack.
~5 minWhile the wings are still hot, brush or toss them with the glaze on both sides. The escaping steam keeps the skin crisp instead of soggy.
~2 minSprinkle generously with toasted sesame seeds and a heavy dusting of white pepper. Serve straight away.
